I realized only after I hit publish that this is also basically John Pfaff's argument — it's morally necessary to lower the incarceration rate, so we must release serious, violent offenders in order to do so.

IIRC I don't know if Pfaff would say "morally necessary", he definitely argued the necessary part but I don't remember anything as cost/benefit style as Glazek.
