I'm reminded of a section in Stephen Eade's book " homelessness in America" he talks about how police used to have much more discretion and could use the threat of arrests for drunkenness or loitering to manage these kinds of not-quite-crime problems. If I remember correctly, he says that in the 1950s and '60s public drunkenness accounted for 1/3 of all total arrests Nationwide in US.
